Jim Spencer, President of The Campaign Network, has more than 30 years of success as a political consultant and
persuasion mail expert. Jim has advised hundreds of Democratic campaigns at every level – from city council to
presidential – in every region of the country.
Originally from the Midwest, Jim worked in politics in Los Angeles before moving to Boston in 1980, where he
founded Voter Contact Plus, a firm that brought state of the art, voter-targeting technology to the northeast.
He then went on to form his own general consulting and persuasion mail firm – The Campaign Network. For
ten years, he held the post of Political Director and District Manager for Congressman Joseph P. Kennedy II
(D-MA). He also worked at the executive level for the Massachusetts Democratic State Party, as well providing
strategic counsel to some of New England's largest labor unions. Prior to founding The Campaign Network, Jim
served as Vice President of Winning Directions, a San Francisco-based Democratic direct mail firm.
Mr. Spencer has created and produced millions of pieces of high impact mail for Democratic campaigns and
issue advocacy groups as well as initiative and referendum campaigns. The Campaign Network has been
recognized as one of the top direct mail firms in the country and Jim is known as one of the nation’s top
Democratic strategists.
Jim has played a leadership role in every presidential campaign since 1980. In January of 2004, Jim was asked
by John Kerry's campaign to take over the Scott County, Iowa operation in a last ditch attempt to win the Iowa
caucuses. With the clock running down and facing a five candidate field and limited budget, Jim turned Scott
County into the most successful operation in the state – 47 percent of the vote went to Kerry and Scott County
finished with the highest margin of any top-tier county.
In 2006, Jim served as both the general consultant and mail consultant in Congressman Steve Kagen's upset
victory in Wisconsin's 8th Congressional District, one of the top open seat races in the country. In 2004, the firm
served as mail consultants to the DNC in New Hampshire, the only state to turn from "red" to "blue," and was
awarded nine Pollie awards for excellence in political communication from the American Association of Political
Consultants, including three out of the four awards in the category Best Presidential mail. This year, The
Campaign Network was honored with eleven more Pollie awards for their work in Congressional, statewide,
legislative and local campaigns.
In addition to its work on Democratic campaigns, The Campaign Network has produced mail for some of the
top Democratic media consultants in the United States. Jim, a highly regarded motivational speaker, has led
campaign training workshops throughout the United States, including presentations at Harvard's Kennedy
School of Government, George Washington University, and the Ray Bliss Institute at the University of Akron.
In 2000, Jim was recognized by Campaigns & Elections, the premier magazine for political professionals, as a
rising star in national politics. Jim serves as a board member for both the American Association of Political
Consultants as well as the University of Massachusetts' Civic Initiatives Board. |
